         DESCRIPTION OF ACCIDENT:  Pilot landed in choppy waters at Tortugas National Park, near Key West, Florida   Upon take-off, the

                                                               pilot reported that the pontoon boot departed the aircraft.   The aircraft was submerged in salt water

                                                               for several weeks before weather permitted its recovery.
